What is inter-establishment movement?
In the context of Santé Québec, a single employer grouping 31 establishments, inter-establishment movement refers to the possibility for an employee to change position or assignment from one establishment to another while remaining employed by the same employer, Santé Québec.
Who is covered by the inter-establishment movement process?
The inter-establishment movement process applies to employees in categories 1 to 4, including non-unionized staff (ESNS).
Any employee within one of these accreditations who works in a Santé Québec establishment and moves to another is covered by the inter-establishment movement process, provided there is no interruption in their employment relationship during the transition.
To be eligible for inter-establishment movement, there must be no interruption in your employment relationship. Your end date at Establishment A (origin establishment) must correspond to the day preceding your start date at Establishment B (receiving establishment). A delay due to a weekend is permitted.
For example, if the receiving establishment opens your file on Monday, your file at the MUHC must be deactivated the previous Friday.
In the event of a move, occasional leave (paid or unpaid) must be entered into your schedule to avoid a break in your employment relationship. If necessary, you may contact the Guichet Unique at 514-843-1617 (MUHC) to validate your situation.
To fully understand the terms that apply to the inter-establishment movement process, please consult one of the two sections below depending on your situation.
Departure to another Santé Québec establishment
You are covered by this section if you are currently employed by the MUHC (origin establishment) and are joining another Santé Québec establishment (receiving establishment) through the inter-establishment movement process, without interruption in your employment relationship.
To ensure that your file is compliant, you must complete the following steps before starting in your new establishment:
- Ensure that there is no interruption in your employment relationship between the two establishments. Your end date at the MUHC must correspond to the day preceding your start date at the receiving establishment.
- Notify your MUHC manager of your expected start date in your new establishment.
- Complete the “MUHC RESIGNATION” form.
- The “resignation” date corresponds to the date your file is deactivated at the MUHC. This date must be set as the day preceding your start date in your new establishment to avoid any interruption in your employment relationship during the transition.
- Check “Yes” to the question: “Is this an inter-establishment movement within the RSSS?”
- Indicate your hiring date at your new establishment.
You must send the form to Human Resources via the C2 Atom ticketing system at https://cusm.c2atom.com/LoginSaml2/ (using your MUHC network credentials) and to your manager.
If you hold a permanent full-time or part-time position at the MUHC and have completed your orientation and trial period, you may be eligible for a right to return to your position, according to the local provisions applicable to your employment category and the nature of the position obtained at the receiving establishment.
Applicable terms vary depending on your original union and the position held in your new establishment:
- CSN or ESNS employees: Your file will be deactivated at the MUHC according to the date indicated on your “MUHC RESIGNATION” form.
- FIQ employees: Your file will remain open at the MUHC; a leave will be entered for the duration of job protection and then deactivated afterward. For more details, refer to article 13.17 of your local agreement.
- APTS employees: Your file will remain open only if your transfer is linked to a promotional movement. For more details, refer to articles 7.17 to 7.21 of your local agreement.
If you wish to return to your MUHC position before your job protection period ends, you must notify your MUHC manager of your intention to return. Your manager will inform Human Resources (HR), who will review your file. An HR representative will contact you about the next steps.
Yes. As part of the inter-establishment movement process, you must complete a new probationary period in your new establishment, since you will join a new bargaining unit (new union). This applies even if you do not change your job title or employment category.
The length of your probationary period is set out in the local provisions of your new union. You must contact your new establishment’s Human Resources department to find out the duration.
Law 30 allows for the recognition of your seniority as part of the inter-establishment movement process, under the following conditions:
- You must have been hired at your new establishment as of June 6, 2025.
- There must be no interruption in your employment relationship during the transition between your two establishments.
If both conditions are met, the seniority you accumulated at the MUHC will be transferred to your new establishment after the completion of your probationary period.
Only the annual leave (vacation) bank is transferred. For the current bank, the transfer is limited to the maximum number of days that may be accumulated for the reference year. Any excess balance will be paid out upon departure from the MUHC.
The following year’s bank will be transferred in full.
Statutory holidays, sick leave, arrears, and any other banks or applicable amounts will be processed and paid out when the file is closed.
Since your file will be deactivated at the MUHC and you will join a new union at your new establishment, you will no longer be covered by the group insurance plans active at the MUHC. You must enroll in the group insurance plan in effect at your new establishment.
Note: In the case of inter-establishment movement, no waiting period applies, meaning you will be covered from your first day at your new establishment.

No. Even if you benefit from job protection following inter-establishment movement, you may not apply to internal MUHC postings.
No. Since Santé Québec is a single employer, you cannot use unpaid leave provisions to work at another establishment under the same employer.
You may maintain your MUHC position only if:
- The total hours worked across both establishments do not exceed the normal daily or weekly working hours in accordance with the Act Respecting Labour Standards and collective agreements;
- You are not on unpaid leave at either establishment;
- There is no scheduling conflict.
Arrival at the MUHC
You are covered by this section if you are currently employed by another Santé Québec establishment (origin establishment) and are joining the MUHC (receiving establishment) through the inter-establishment movement process, without interruption in your employment relationship.
If you are covered by the inter-establishment movement process, your origin establishment will communicate the information to the MUHC so that your file can be opened.
The steps to activate your MUHC file will be completed by the Human Resources teams as part of the inter-establishment movement process.
To ensure that your file is compliant, you must:
- Ensure there is no break in your employment relationship during the transition.
- Ensure that your end date at your origin establishment is the day preceding your start date at the MUHC.
- If necessary, contact your origin establishment’s Human Resources department.
- Notify your manager at your origin establishment of your MUHC start date.
If your job title at the MUHC is the same as the one you held at your origin establishment, you will retain the same salary.
Otherwise, the provisions of your new collective agreement regarding salary scale integration will apply.
