An attorney by trade, Ms. Dubé holds an undergraduate degree in law from Université Laval, a master's degree in health law and policy from Université de Sherbrooke, a master's degree in healthcare management from École nationale d'administration publique, a graduate microprogram in management and development in organizations from Université Laval, and a Lean Six Sigma green belt on a clinically-based project.

Recognized for her collaborative leadership style, Ms. Dubé uses strategic initiatives to achieve organizational goals. She has extensive experience in the Quebec health and social services network, having held various positions since 2001 as an attorney, middle manager, senior manager, and more recently as a senior administrator when she agreed to take on the role of Interim Associate Director General, succeeding Patricia Lefebvre in January 2024.
